Don't let your application get rejected. Follow this walkthrough to fill out your CSLB forms correctly the first time.

The CSLB application process has multiple steps and can take several months from start to finish. Following this guide will help you avoid common mistakes that cause delays or rejections.

Step 1: Verify Your Eligibility

Before you begin the application, confirm that you meet all eligibility requirements:

  • Experience: Minimum 4 years (48 months) of journey-level experience in the C-10 classification, or a combination of experience and education.
  • Age: Must be 18 years or older.
  • Criminal history: A criminal conviction doesn't automatically disqualify you, but certain offenses (especially fraud-related) may be grounds for denial. CSLB reviews each case individually.
  • Social Security Number: Required for the application. CSLB reports to the Franchise Tax Board and IRS.

Step 2: Choose Your Business Structure

Before applying, decide how your business will be structured. This affects your application:

  • Sole proprietorship: Simplest structure. You are the owner and qualifying individual.
  • Partnership: At least one partner must be the qualifying individual.
  • Corporation: Must designate an officer as the qualifying individual (RMO) or hire an employee (RME).
  • LLC: California allows LLCs to hold contractor licenses. Must have appropriate insurance.

Step 3: Complete the Application Form

CSLB provides the application online at their website. Key sections include:

  • Business information: Legal business name, DBA (if any), business address, phone number, and business entity type.
  • Personnel information: Names, Social Security numbers, and dates of birth for all owners, officers, partners, and the qualifying individual.
  • Experience verification: Detailed work history showing at least 4 years of journey-level experience. Each employer must certify the experience.
  • Workers' compensation: Declaration of workers' comp coverage or certificate of exemption (if you have no employees).

Common Application Mistake

The most common reason for application delays is incomplete experience documentation. Make sure your former employers or supervisors complete the experience certification forms accurately and completely—include job titles, dates of employment, and a description of duties. If an employer is no longer in business, you may use co-workers or others who can verify your experience.

Step 4: Submit Fingerprints

All applicants and personnel listed on the application must submit fingerprints for a criminal background check. This is done through Live Scan at an authorized service provider.

  • Find a Live Scan provider at the DOJ website or your local UPS store
  • Bring the CSLB Request for Live Scan form (provided with your application)
  • Cost: approximately $50-80 (rolling fee + DOJ/FBI processing fees)
  • Results are sent electronically to CSLB — you don't need to submit anything
  • Processing time: typically 1-3 weeks for DOJ, up to 8 weeks for FBI

Step 5: Pay the Application Fee

The current CSLB application fee is $450 (as of 2026). This fee is non-refundable, even if your application is denied. Payment can be made by check, money order, or credit card.

Step 6: Wait for Application Review

CSLB will review your application for completeness and verify your experience. This typically takes:

  • Initial review: 4-6 weeks to confirm completeness
  • Experience verification: CSLB may contact your listed employers. This can add 2-6 weeks.
  • Background check completion: 2-8 weeks depending on FBI processing
  • Total processing time: 6-12 weeks from submission to exam scheduling

Step 7: Schedule and Pass Your Exams

Once your application is approved, CSLB sends you instructions for scheduling exams with PSI. You have 18 months from approval to pass both the C-10 Trade exam and Law & Business exam.

Step 8: Post-Exam Requirements

After passing both exams, you must complete these final steps within 90 days:

  • Obtain a Contractor's License Bond: $25,000 surety bond (you pay an annual premium, typically $100-500/year)
  • Workers' compensation insurance: Obtain coverage or file a Certificate of Exemption (if you have no employees)
  • Pay the initial license fee: $225
  • Submit all documents to CSLB

Timeline Summary

From application submission to license in hand, expect 3-6 months total. The biggest variable is the application review period (6-12 weeks) and your exam preparation time.
